(figuratively) to be gifted with, to shine with, to sparkle with (+ instrumental)
он не бле́щет умо́м ― on ne bléščet umóm ― he is not gifted with intelligence, he is not a genius

блиста́ть (blistátʹ) means the same thing as блесте́ть (blestétʹ) but the latter is also used figuratively. Present tense forms can coincide.
