Etymology edit

Feminine of شَعْبِيّ (šaʕbiyy), the nisba adjective of شَعْب (šaʕb, people, nation, tribe).

As a noun, introduced for the top-level administrative division of Gaddafi's Libya in 1995, replacing the earlier baladiyya (بَلَدِيَّة (baladiyya)) system.
