Phrase consisting of 住めば (sumeba, if you live [there], the hypothetical conjugation of verb 住む (sumu, to settle in a place, to live in a place)) + (miyako, capital city).[1][2][3][4] Literally, “if you live there, it's [as good as] the capital”.
