The NIOD determined in its report that the mission had been impossible to execute from the outset and that it had been neglected to set conditions in advance. As prime minister, Kok was considered to not have shown enough leadership in this case from 1994 onwards. With his resignation, Kok wanted to 'take responsibility towards the victims and survivors of Srebrenica in a visible way'.
