*podъ- (under-) +‎ *bělъ (white), so called because the flipside of the leaves of Tussilago farfara contrasts starkly into white. For the same reason the butterbur or coltsfoot (Petasites spp.) bears the name in Russian, as well as бѣлокопы́тникъ (bělokopýtnik).
