What does it signify?

Not used in the standard orthography of any language. I suppose it could be used in a pronunciation system to indicate a long ö, as in German böse (as distinct from the short ö of Hölle). —Stephen ^(Talk) 00:29, 15 February 2011 (UTC)

It's used in scientific spelling of Middle Low German and also Late Middle High German, where it indicates a long [øː] arisen from short [ø] through open-syllable lengthening. An example would Middle Low German "kȫken" (kitchen), Late Middle High German "hȫle" (cave). In reality these would usually have been written "koken, hole".
