Yes. It's common in the Rhineland area (not just Düsseldorf) to replace [ʃ] with [ç] due to hypercorrection. Angr 09:45, 8 October 2008 (UTC)Reply
I don't quite agree that it's due to hypercorrection. The phonems /ç/ and /ʃ/ have merged in most Central German dialects. This is a relatively recent phenomenon that seems to have begun in the 19th century. In most of these dialects, the outcome of the merger is [ʃ] or [ʃ~ɕ] (isch-pronunciation), but in some dialects it is [ɕ~ç] (Fich-pronunciation).
