It seems unusual that a local government and the railroads would use a proscribed form on their local gov website and railroad signs like Lvliang does (and probably Lvshunkou too), but I believe that this use of 'v' may once have been understood as proscribed, and may still be technically proscribed today: the original 汉语拼音方案 has the sentence "v只用来拼写外来词、少数民族语言和方言。" Regardless, from my personal experience and everything I've seen online, this use of 'v' in Hanyu Pinyin as a shorthand for ü is very common.
