The definition "Pragmatic government policy concerned with perceived interests of the state" is rather typical but still less than satisfying. "Pragmatic" seems far too complementary a word to use. It's hardly synonymous with "machiavellian" in any other context, and machiavellian seems more appropriate in this instance. The phrase "perceived interests" is unbecoming as well. Perceived by whom? Whose interests? Apparently those 'of the state', but the state is supposed to represent the public interest, yet it often represents private interests.
