In answer to your question, yes, Chinese and Dutch and Tamil and Farci entries all belong in the English Wiktionary. The key here is that the terms must be defined and described in English. To quote the main page, "This is the English Wiktionary: it aims to describe all words of all languages, with definitions and descriptions in English only."
