EtymologyEdit

hallitus (government) +‎ neuvottelu (negotiation, talks); in Finland any single party seldom obtains more than 25 % of the vote in a parliamentary election. Thus, in order to establish a government backed by a parliamentary majority, the political parties need to enter into a multi-party negotiation to agree on the main political guidelines to be followed and the distribution of the ministerial positions between the parties which agree to participate in the government. These talks are called hallitusneuvottelut (normally used in plural).
