Etymology

From an unattested Medieval Greek *γῶπα (*gôpa), from an unattested *βῶπα (*bôpa), an accusative form of Byzantine Greek βῶψ (bôps), βόωψ (bóōps, small fish (bogue)), from Ancient Greek βῶξ (bôx), a contracted form of βόαξ (bóax, bogue fish).

The "cigarette butt" sense is in reference to the resemblance of cigarette butts to bogues.
