Like what? That's why I linked to [[municipality]], which we define as "A district with a government that typically encloses no other governed districts; a borough, city, or incorporated town or village". Is that wrong? Or are you thinking of things like New York City, which has five boroughs? I think New York is considered a municipality also (i.e., the "typically" in our definition belongs there).​—msh210 (talk) 18:13, 2 August 2010 (UTC)Reply

I was referring to the fact that one city might be split up into several municipalities. London for example is commonly held to be a lot more than just the 'City of London'. 'Municipality' has a legal definition in some countries so using such a term would be confusing if used to refer to any settlement. Settlement seems like a better choice. —CodeCat 18:39, 2 August 2010 (UTC)Reply
Additional: w:Human settlement defines settlement as essentially 'any place with a name that has people living there permanently'. It specifically includes cities, towns and villages. —CodeCat 18:42, 2 August 2010 (UTC)Reply
