sense: "(intransitive) To look in an upwards manner"

This fails a basic transformational test:

We looked up at the stars. (clause extracted from usage example)

Where we looked was up at the stars. is grammatical for this sense.

An alternative interpretation might be that up at is a two-part particle and the phrasal verb look up at, as one OneLook reference McGrawHill Dictionary of American Idioms and Phrasal Verbs has.

There is an {{&lit}} sense line in the entry which would include this sense.
