I got this on my first Galemance and, having come to understand the mechanics on his flags, I realise I was inadvertently ambiguous- by just handing the book over and telling him to play it cool with Mystra, I popped a couple of ticks in the pro-God good paths and rejecting it in the boat scene was not enough to undo that.
