Proto-Hmongic, not Proto-Hmong

We need to change Proto-Hmong to Proto-Hmongic and Proto-Mienic to Proto-Mien, because we're not talking about Proto-Chuanqiandian / Proto-West Hmongic, or Proto-Iu Mien.
