Taipei People already has an article in Wikipedia. You can create a link to the Wikipedia article by typing the following: [[w:Taipei People|]]. The wikipedia article should contain all of the details about the book (feel free to add more information if you like), but if you would like to create a wiktionary entry for the Chinese title 台北人, simply create the entry as a proper noun.
