/ʋ/ is not in the inventory of Serbo-Croatian, as distinct from /v/. Though /v/ patterns as a sonorant in Serbo-Croatian, it is also contrastive with its voiceless counterpart /f/ (Serbo-Croatian maintains voicing contrast in all obstruents and sibilants). Put shortly, if we are to depict the Serbo-Croatian phoneme, we must choose either /v/ or /ʋ/. The argument is stronger for the former (see above about voicing contrast patterns). It is not the case that Serbo-Croatian does not realize the [ʋ], but rather that if one is to express the sonorant nature of the /v/ in SC, we should express it phonetically (e.g. [ʋ]), as it is realized as an approximant.
