I know the word prefix might be more familiar than stem, but the Hungarian al- is not only a prefix but also a stem. It is used as a prefix too (alelnök, vice president), but it is also used as a stem (a common base to a family of words that is not used alone): alatt, alá, alsó, etc. The entry should be clear about this.
