Ottoman Turkish meaning

In modern Turkish this phrase means something like "behold, how much things have changed since!" It might have changed meaning since, of course, but could it be that the Ottoman Turkish meaning given for the idiom (“for some reason or other; I don't quite know why”, literally “from where to where”) is wrong?
