'latency' doesn't really mean 'lateness' or 'delay', although it is used in that meaning in a computer hardware context.

'latency' (from Latin 'latens' meaning 'hidden') means the state where something exists but where it is not (not yet) visible.

More specific meanings can be found in medicine, psychoanalysis, biology, sociology, physics and -yes!- in computer engineering.
