I'm no Welsh speaker, but clearly "neuadd" means something similar to the English word "hall" in more senses that simply the accommodation block at a university. In Tywyn (Gwynedd) there's a building called "Neuadd Pendre" (in the suburb of Tywyn known as Pendre); this is a public hall used for concerts, meetings, clubs and societies of various sorts, but certainly not for accommodation.
