Citations tab

1. Cite tab should be visible from Talk:

2. When on a Citations page, the talk tab should point to the article's talk page, Citation pages's talk pages should be difficult to find

3. When on a Citations page, we should have an active cite tab with the article tab pointing to the true article rather the Citations page as it does now

4. When on a Citations page, we should try to colour the Article page blue or red by looking for a link generated as by the "citations" template.
