From אוקיינוס (“ocean”), קרח (“ice”), and צפוני (“northern”), literally "northern ice ocean" (or "ocean of northern ice").

Calque of Russian Северный Ледовитый океан (Severnyj Ledovityj okean), first attested in Chaim Selig Slonimski's 1838 work Toldot ha-Shamayim (history of the heavens).
