안절부절 (anjeolbujeol, “while being on tenterhooks”) + 못하다 (mothada, “to be unable to do something”).

The form reflects an adverbial use of the ideophone which then merged into a single verb, whereas the alternative form 안절부절하다 (anjeolbujeolhada) is formed via a verb-deriving suffix.
