Either originated with, or popularized by, a cartoon character of the same name from the U.S. animated TV series South Park.
Proper noun edit
- (humorous, derogatory, informal) A person who is happy to criticize decisions with the benefit of hindsight, but did nothing to stop those decisions being made at the time.
