This category is added by {{it-verb-rfc}} for Italian verbs whose meaning and auxiliary still need reviewing. If a conjugation is specified in |1=, it is probably correct (other than the auxiliary) as it was specifically reviewed and added by User:Benwing2. When you have reviewed and cleaned up the entry and added any missing conjugation, convert {{it-verb-rfc}} to {{it-verb}} and {{it-conj-rfc}} to {{it-conj}}.
