How is the etymology even remotely close to correct here?!

I know Kroonen wrote it but seriously... Under what conditions do you get PGmc *k as a Grimm's Law output of PIE *g^h without a preceding *s? Where do you get the length of the root vowel? Kroonen doesn't even attempt to answer these questions.
