To expand on the question "verb" or "adverb". This word doesn't share any qualities with Persian verbs, but has all qualities of an adverb. If it was etymologically a verb (which I don't know), that wouldn't mean it is still an adverb in modern Persian. At any rate, "bâyad" and "šâyad" are used in exactly the same way, and if "bâyad" is a verb, then "šâyad" must be a verb as well. What kind of a word something is should be based on its use in the language, not on etymology.
