"internationalization" of Scotland and France

The following two 19th c. quotes about Scotland and France struck me as interesting:

I'm wondering if these represent a distinct sense. The modifiers "complete" and "actual" seem to suggest there's some specific political/legal meaning at play here?

(OED has a sense that we currently lack of something coming under joint control of two or more nations, as in the internationalization of the Suez Canal, but that wouldn't seem to apply to these examples.) Colin M (talk) 17:52, 8 March 2021 (UTC)Reply
