The term, "short scale billion" occurs ten times in the text. Only the first "now genarally replaced by the short scale billion" makes sense. The "short scale" is referring to the "billion". A "milliard" is not in the short scale so is therefore not a "short scale billion" but a "long scale billion". The following nine occurrences ought to say "long scale billion". I haven't changed it because to do so without comment would probably be reversed by someone assuming I was being perverse. I'll come back maybe tomorrow and do it. What's in parenthesis after the nine separate entries should more correctly say "the long scale equivalent of the short scale billion". Either way it's confusing.
