editI suggest rephrasing this to, "...which are easy for police to blackmail and extort." That way the plural verb refers to businesses rather than district, because:
- 1. the word "businesses" occurs physically closer to the phrase quoted,
- 2. logically one can blackmail and extort businesses (although one at a time), but not a district, and
- 3. it struck me as jarring when I read it for the first time.
