From my Darlington roots & from working around Norway "Clart" means mess in Geordie Areas, so "Clart About" means mess about.

The word seems to have a Scandinavian or Irish origin, possibly from the Viking enclaves in Ireland. In modern day Norwegian "Klatte" has the same meanings as "Clart" i.e. "muck" ("Moekk" in Norway) and "lark"(Lekke in Norway)

Incidently the words "clutter" & "clatter" may also have same roots.
