Why numbers can't always be topical

Cardinal numbers, ordinal numbers in some cases can have other parts of speech. In English, all cardinal numbers are nouns, hence the plurals ones, twos, threes (etc). All ordinal numbers can usually be adjectives and nouns, hence the plural thirds, fifths (etc). However this system only works globally, this is to say across the whole Wiktionary if every language can be categorized like this. In other words, if there are languages where cardinals and ordinals cannot be classified as other parts of speech, the headers and related categories must be kept.
