(archaic form) to-infinitive of אָמַר (amár).

  וַיְצַו פַּרְעֹה לְכָל עַמּוֹ לֵאמֹר כָּל הַבֵּן הַיִּלּוֹד הַיְאֹרָה תַּשְׁלִיכֻהוּ

  And Pharaoh charged all his people, saying, Every son that is born ye shall cast into the river
