The letter ฦๅ is not normally listed in the Thai consonants. If it is listed, it appears between (lʉ́) and (wɔɔ) in the alphabetical order. Due to encoding, the letter ฦๅ consists of two glyphes, "ฦ" and "ๅ". This often makes people incorrectly use "า" (short-tailed aa) in place of "ๅ" (long-tailed aa).
