Gothic uses ๐ˆ๐Œฐ โ€ข (ฦ•a) to mean 'what':

hwa ist wens?, 'what is hope?'

But it also uses hwa to mean 'how' and 'why':

hwa mik haitid frauja, 'Why do you call me Lord?'

hwa faurhteiรพ, 'Why are you fearful?'

I would suggest that hwa meaning 'what' < PGmc hwat, but โ€ฆ
