𐍈𐌰 • (ƕa) meaning 'how', 'why'

Gothic uses 𐍈𐌰 (ƕa) to mean 'what':

hwa ist wens?, 'what is hope?'

hwa gatawida Daweid, 'what David did.'

But it also uses hwa to mean 'how' and 'why':

hwa mik haitid frauja, 'Why do you call me Lord?'

hwa faurhteiþ, 'Why are you fearful?'

hwa kannt, guma, þatei … 'how do you know, O man, whether …'

I would suggest that hwa meaning 'what' < PGmc hwat, but …
