I've never heard papillon for leaflet, when someone talk of a papillon sur le parebrise we should read there is a parking ticket on the windshield. And the sample sentence means that for a long time almost no one would pay parking tickets in Paris. --Cqui (talk) 15:55, 22 February 2017 (UTC)

Regarding the interjection, papillon would not be used in this meaning out of this interjection, or may be to talk about someone that can't stay still when we need to talk seriously. I've heard that interjection quite a few time when I was young ;-)
