According to Beekes, from Proto-Indo-European *h₃reǵ- (“to straighten, right oneself”). Cognates include Proto-Germanic *rōkijaną (“to take care of”), Latin regō (“to rule, govern”) (Ancient Greek ὀρέγω (orégō, “to reach, stretch out”).
