Usage notes edit
In Japan, 国立 (kokuritsu, “national; state-owned”) is usually excluded from 公立 (kōritsu, “public; public-owned”). For example, 国立大学 (kokuritsu daigaku, “national university”) and 国立図書館 (kokuritsu toshokan, “national library”) is not considered/treated as 公立大学 (kōritsu daigaku, “public university”) and 公立図書館 (kōritsu toshokan, “public library”) respectively.
