From Arabic رَابِعَة (rābiʕa), the feminine of رَبِيع (rabīʕ, spring) as well as رَابِع (rābiʕ, fourth), from أَرْبَعَة (ʔarbaʕa, four). Hence Rabia means both "spring" and "the fourth female".
