This was part of a series of half-finished and sometimes accurate idioms from a while ago. I can find many examples of this but I can't find any sources that define it. At any rate I'm confident about the reading, but I don't know the meaning or what the full idiom is. This appears to be part of a longer idiom, or it may just be part of a famous quotation.
