User:Surjection Anagalactic is inside the Milky Way not outside. At the time, astronomers did not know that extragalactic galaxies were beyond the Milky Way. They thought they were nebulae in the process of formating stars. Readin this article confirms this "Are the Globular Clusters and the Anagalactic Nebulae Related?" by Lundmark here[1].
The last paragraph on in this link: "Shapley has suggested that the nearest anagalactic objects together with the Milky Way system form a cluster of anagalactic "nebulae." " also here "the writer is of the opinion that these are situated at normal distances and are not members of a cluster. Lundmark was the originator of Lundmark.
