This may have been the state of the art in 1880, but in 2013 it's completely meaningless to most people: what is "organic impurity existing in the atmosphere", and why would anyone want to determine its amount? It's easy enough to guess what "permanganate of soda" is, but no one uses the term anymore. The whole entry needs to be explained from a 21st-century point of view and put into historical perspective, without becoming an encyclopedia article.
