It is sometimes considered a euphemism of pulă. It can be replaced in every vulgar idiomatic expression or noun. For example: instead of "pula știe" (nobody knows) can be replaced as "sula știe" to make phrases sounds less vulgar. However it's still not appropriate to use it around children.
