Possibly from an earlier *tetan, from Proto-Indo-European *tewtéh₂ (people, tribe), related to Illyrian *Teutana (queen), which might mean "of the people". Alternatively from +‎ tanë (Gheg variant of Tosk tërë (whole, entire)). Also a possible doublet of tytë and tul.
