Polytonic spelling: ὑπ’ ὄψιν, from the phrase: (verb: έχω (écho, “have”) is omitted), ὑπό (hupó, “under”, preposition) + ancient ὄψις f (ópsis, “view”) in accusative singular. Literally: (have) under view.
