No. "h₃" is the notation for a laryngeal, which probably wasn't an "h" and the "p" becomes "f" in Germanic due to Grimm's law, giving Proto-Germanic *aflą. Besides which, the meaning is totally different. The "h" in "hops would likely come from Proto-Indo-European "k" and "p" from PIE "b"- if it's from PIE at all.
