Literally, to stand to [the] rope, with either of two origins usually given: (1) Of horses to indicate if they are willing (trustful enough) to let the rope (lasso) be put around their necks or the halter be put on their heads. (2) Of (poor) people being (forcibly) enlisted as soldiers.
