editFrom tartis (“to discuss, consult”) + -yba (“noun-forming suffix”). The verb tartis is the reflexive of tarti (“to utter, pronounce, say”).

Usage notes
editPrior to the Soviet occupation of Lithuania, the loanword sovietas was used to refer to socialist concept. During the occupation, the word taryba was used for "soviet", and the loanword sovietas was only used by expatriates in Western countries. They are now considered equivalent and neutral terms.[1]
